# Outstaffing vs offshore staffing: one model, two names.

Outstaffing and offshore staffing describe almost the same arrangement, and which term you hear depends mostly on where the provider is based. This guide explains both, and how they compare with a managed offshore team.

One arrangement, several names. The question that matters is who answers for the work.

## What outstaffing means

Common terminology among Eastern European providers. The vendor formally employs the specialist and handles payroll and local compliance. You direct their work. Functionally it is the same relationship as [offshore staffing](https://azendo.co/blog/engagement-models/offshore-staffing/), described in different vocabulary for a different market. Outstaffing vs outsourcing is the distinction that matters more: outsourcing hands over the work, outstaffing only the employment.

## What offshore staffing means

The broader and more widely used term for the same arrangement. A specialist based abroad, employed through a provider, managed by you.

## The question outstaffing leaves open: who manages the work

Both models leave management and accountability with the client. A [managed service](https://azendo.co/blog/engagement-models/staff-augmentation-vs-managed-services/) moves both to the provider. That matters far more than anything separating outstaffing from offshore staffing.

## Where the two terms came from

The vocabulary is regional. Outstaffing became the standard word among providers in Ukraine, Poland, Belarus and the wider CEE market during the 2010s, to set it apart from outsourcing, which in that market had come to mean a fixed-scope project delivered by a vendor’s own team.

Offshore staffing is the older and broader term, used more widely in Western procurement and covering the same arrangement wherever it happens. Providers in Asia and Latin America use it more often than outstaffing, and buyers in the UK and Nordics will generally recognise it where they would not recognise the alternative.

Neither word is defined by a standards body, so neither carries a guarantee. A contract described as outstaffing and one described as offshore staffing can be identical, and two contracts using the same word can differ substantially. The term on the proposal tells you about the provider’s market. The contract tells you what you’re buying.

## How to compare two proposals that use different words

Ignore the label and read for four things.

**Who directs the work day to day.** If the answer is you or your team lead, it is a staffing arrangement whatever it is called.

**Who is accountable for the output.** If no one on the provider’s side is named as answerable for whether the work ships, accountability stays with you.

**What happens to the schedule when a specialist is unavailable.** Ask it plainly, of any provider and any model, and listen for whether the answer is an obligation in the contract or an intention.

**How the fee is constructed.** Hourly or daily billing almost always means a staffing model, whatever the cover sheet says. A committed monthly capacity indicates the provider is carrying delivery risk.

## When outstaffing is a good fit

Both suit a contained gap in a team that has management capacity available. If you know what needs building, have someone with real time to direct it, and the work has a foreseeable end, either arrangement works well and is usually the cheaper one.

Both get harder at the same point. Once coordination becomes a full job, usually around the third or fourth specialist, the model has taken the hiring off your hands and left the management with you.

## What sits on the other side of the line

A managed offshore team is a different purchase: the provider takes responsibility for the work itself, and a named delivery manager on their side answers for whether it ships.

That is the comparison to spend time on. The two differ in vocabulary. A managed team differs in who spends their week coordinating, who solves the problem when someone is ill, and who keeps the knowledge when a specialist moves on.

Is outstaffing the same as offshore staffing? 

In practical terms, yes. The management relationship is the same, and the two names are regional preferences.
