# Offshore staffing: how it works and how it compares with a managed team.

Offshore staffing gives you a specialist in a lower-cost country who works under your management. A managed offshore team gives you the same kind of specialist, with the provider managing the work and answering for it. Both cut the cost per hour. This guide explains how each one works and which fits your situation.

## What is offshore staffing?

Offshore staffing is an arrangement where a provider recruits and employs specialists in a lower-cost country and places them with a client who directs their work. The provider is often called an offshore staffing agency. The provider handles employment, payroll, tax and the local entity. The client handles priorities, planning, quality and the outcome.

The provider solves the employment side, and the client runs delivery. Everything people like or dislike about offshore staffing comes from that split.

It’s a well-established model, and many companies use it successfully. The contracts are simple and the economics are clear, which makes it a strong fit for contained, well-specified work.

## How offshore staffing grew

The model grew out of the IT outsourcing wave of the 1990s and 2000s, when companies found that engineering salaries varied more by country than engineering quality did. Early arrangements were large projects with heavy process. They were replaced by something smaller and more flexible: instead of handing over a project, companies handed over the hiring.

Two things helped it spread. Remote tools became good enough for a specialist in another time zone to work in the same repository, board and standup as everyone else. And rate differences stayed wide enough to cover the coordination cost.

Today it’s a mature market with many capable providers. On rate alone, most credible providers in a country land close to each other. What differs is everything around the person.

## Where a managed team differs from offshore staffing

In a managed offshore team, the provider takes responsibility for the work itself. A [service delivery manager](https://azendo.co/how-it-works/) on the provider’s side plans it, holds the quality bar and reports on output. You set the roadmap, review what’s delivered and decide what comes next.

You’re buying a service with an outcome attached, and billing, continuity and escalation all follow from that.

From the outside, both models can look the same: the same person, in the same office and time zone, working on the same backlog. The difference shows when a deadline is at risk, and at that point it’s the difference that counts.

## Who carries the management load

A specialist working under your direction needs their work planned, their questions answered, their output reviewed and their performance managed. In the first quarter, while they learn your product, that’s a real share of someone’s week, and it continues after that.

For one person, most teams absorb it. For three, it’s a part-time job. For five, it’s a full-time one, and it usually lands on a senior engineer or lead who was hired to build.

In a managed offshore team, those hours sit with the provider and are part of the fee. That’s what the price difference pays for, so check that a managed provider really does take on the coordination.

## What offshore staffing costs

Offshore staffing usually wins on the headline rate, and a managed team is usually the higher line on the quote.

The two quotes cover different things. A staffing rate covers employment, payroll and a margin. A managed fee covers those plus planning, quality assurance, training, performance management and someone accountable for delivery. To compare them fairly, price the management hours at your own team’s cost and add them to the staffing side.

Two more costs are easy to miss. Re-onboarding after someone leaves can cost months of reduced output for a specialist with a year of product context. And a lead who coordinates all day isn’t building.

Offshore staffing is still the right choice in many cases. Run the total on both models before you decide.

## Who owns the plan when something changes

Under a staffing arrangement, a change in availability is yours to absorb. The specialist is away, the work pauses and the invoice usually drops, while the release date stays where it was.

In a managed team, the provider owns the plan, so a change in availability is a conversation with one named person. Whichever model you choose, agree before signing what happens in that situation.

A useful question to ask any provider: if a specialist is unavailable for three weeks, what happens to the schedule, and who tells me? A clear, specific answer shows they’ve handled it before.

## What happens to knowledge when someone leaves

A specialist who has spent eighteen months in your codebase knows why a service is shaped the way it is, which integrations are fragile and which tests matter most. Little of that is written down.

In a staffing model, that knowledge sits with one person and leaves with them. A replacement can be found quickly, while the context takes much longer to rebuild. In a managed team, the provider keeps the knowledge in the team through pairing, documentation and overlapping roles.

## When offshore staffing is the right choice

Offshore staffing fits a contained gap in a team with management capacity to spare. Three things usually need to be true:

* You know exactly what needs building, so direction doesn’t have to be worked out week by week.
* Someone on your side has real time to direct the work.
* The work has a foreseeable end, or at least a foreseeable shape.

When all three hold, staffing is often the better and cheaper choice.

## When a managed team fits better than offshore staffing

A managed team fits better when what you’re short of is management time. You’ll usually notice it at the third or fourth specialist, or in the first quarter a lead’s own output drops.

## Offshore staffing, outstaffing and offshore development centers

The same arrangement goes by several names. Providers in Eastern Europe often call it [outstaffing](https://azendo.co/blog/engagement-models/outstaffing-vs-offshore-staffing/). Body leasing and staff augmentation describe it too, the second usually in North America and more often onshore.

An [offshore development center](https://azendo.co/blog/engagement-models/what-is-an-offshore-development-center/) has a different shape and often the same substance: a dedicated team and facility abroad, usually still managed by the client. When a provider manages it, it works like a managed team. When the client manages it, it’s offshore staffing at a larger scale.

The name on the proposal tells you little. The useful question is who answers when the work is late.

## How to choose between the two models

Five questions settle it faster than a price comparison:

1. Who will direct this person day to day, and do they have the time?
2. Who sets the quality bar, and who holds it when a deadline is close?
3. If the work is late, whose problem is it?
4. What happens to the product knowledge if the specialist leaves in month eight?
5. Is the commitment you want measured in months or in years?

## Questions about offshore staffing.

What's the difference between offshore staffing and offshore software development? 

Offshore staffing supplies people you manage. Offshore software development, delivered as a managed service, supplies the work, with the provider accountable for it. The location is the same. The responsibility sits in a different place.

What happens if the specialist leaves? 

Under a staffing arrangement the provider usually finds a replacement, and the product knowledge and the re-onboarding time fall to you. In a managed team, continuity is the provider's job, so check that it's written into the agreement.

Can you move from offshore staffing to a managed team later? 

Yes, and many companies do. The usual trigger is the third or fourth specialist, when coordination becomes more than a lead can handle alongside their own work.

Is offshore staffing the same as outstaffing? 

In practice, yes. Outstaffing is the term providers in Eastern Europe tend to use for the same arrangement.
